Kisumu Urban Project (KUP)

Introduction

The Kisumu Urban Project (KUP) is a four years pilot urban development project being implemented by the City of Kisumu under the supervision of the County Government of Kisumu, and financially supported by the Agence Française de Développement (AFD) to the tune of EUR 40 million. Kisumu Urban Project (KUP)'s main objective is to enhance living conditions of Kisumu’s population by introducing a comprehensive urban programme. Key activities include strengthening the local capacity (financial, technical and political) and supporting investments (solid waste management, slum upgrading, commercial facilities and other public infrastructure and facilities). The project encompasses a global vision for the city’s development and the city’s management system, through a multi-sectorial approach to the city’s development and a cross-cutting approach to the municipal functions and activities. KUP was conceived as a pilot project to inform broader multi-donor supported programs, such as the Kenya Municipal Program (KMP). Its local ownership and management underlies its specificity.

KUP Overall and Specific Objectives

The overall objective of the KUP is to improve the living conditions of Kisumu’s population by reinforcing the City of Kisumu’s capacities and accountability in the context of on-going decentralization. Thus, specific goals of the KUP are:
